• Support and contribute to forest restoration and the increase of forest cover in Armenia
• Protect and support biodiversity conservation in Armenia
• Raise public awareness on the importance of forests and trees, their essential role in Armenia’s development and the well-being of future generations, as well as on broader issues related to forests

In 2026, the Forest Alliance of Armenia focuses its agenda on three interrelated priority areas, which represent the primary constraints to the implementation of large-scale afforestation efforts in Armenia:
Impact of Tax Legislation Changes on Afforestation and Reforestation Activities In 2026, the Alliance prioritizes addressing the negative impact of amendments to tax legislation, effective since 2023, on organizations operating in the afforestation and reforestation sector.

Within this framework, the Alliance focuses on:

• Promoting tax policy approaches that do not hinder the implementation of afforestation programs and instead encourage activities serving the public interest.

At present, the Alliance is developing a package of legal proposals based on an analysis of existing regulations, including international best practices, which will be submitted to the relevant state authorities.

2. Land Cadastre Classification and Land Use Issues in the Context of Ensuring Land Accessibility for Afforestation One of the key constraints to large-scale afforestation is related to land use challenges.

In 2026, the Alliance prioritizes:

• Identifying legal barriers to land accessibility for afforestation purposes,
• Exploring possibilities for changing land designation or applying more flexible land-use mechanisms,
• Identifying legislative gaps related to community-level forest management,
• Analyzing international experience and assessing its applicability in the Armenian context.

The Alliance aims to formulate legal and policy recommendations that will facilitate access to appropriate land resources for afforestation.

3. Improvement of Environmental Impact Assessment (EIA) Processes for Afforestation In 2026, the Alliance aims to:

• Analyze the current EIA regulatory framework from the perspective of afforestation project implementation,
• Identify administrative and practical bottlenecks within the process,
• Develop potential options for state support and procedural simplifications, without compromising the level of environmental protection.

In this area, the Alliance acts as a platform for professional dialogue, ensuring the integration of sectoral expertise and data.
